30 Second Delay when opening IE6

OS used Windows98se. Viglen P3 550. 256Megs. ADSL 2Mb.

All was fine initially but now,,, After connecting to the Net I click the IE icon, or open the Outlook email, the programs open OK then I WAIT for 30 seconds for anything to appear in the window or for mail to start downloading. Once I have a web page open I can click (or Right-Click - Open in New Window) a link and it works instantly. However, trying to open an extra window from the IE icon still takes 30 seconds. 'Occasionally' this also happen with Windows Explorer - the first one takes 30 second but, if I don't wait and click Windows Explorer icon again, this works immediately and is followed by the first attempt when the 30 seconds is up.

Google searches for this problem prove that it is all too common and 'Usually' follows the use of a Windows or Modem speed-up program - I have used PC Booster and Modem Booster, uninstalling these did not cure it.

Has IE been set to work so quickly that it is missing a contact ? If this is so, how come the 30 second wait is so accurate that you can set your watch by it ? Is there a time delay setting in the registry ? All other uses of the PC and the Net are fine.

uninstalling these programs don't necessarily mean that every entry is gone. Run a good registry cleaner, anti-spyware/adware, delete all Windows temp files, all cookies (they'll come back evetually) and defrag the harddrive. This should help considerably.

I'm afraid that it's a case of 'Been there, Done that, Got the T shirt, Seen the movie, etc....'

I run Spybot, Adaware, A-Squared, Winpatrol, Sophos AV and have done the Trend on-line check (which found tons of viruses in Sun Java Classes... - should this be allowed...??). I have re-installed Windows over the top of what's there. Windows Update is as up-to-date as it can possibly be. Regular de-frags with Norton Speed Disk plus Windoctor and Optimising the registry as well.

Time for a 'Wipe HDD and complete re-built' me thinks !

Firefox and see if it gets better. If not then wiping the drive may be the last resort.
