3 issues: Norton Antivirus, Windows Update, & Control Panel

I'm having three issues with my laptop (running Windows Vista). All my searches to find fixes to these issues have turned up nothing! Any help would be greatly appreciated!

1. Norton Antivirus says that my "PC is not protected from intrusion attempts", but when I click on Fix, nothing happens! I've searched Norton's support site and realized that was a complete and utter waste of my time.

2. Windows Update will not open. When I click on it in the Start menu, I get an hourglass for a few moments and then that's it. Nothing else happens.

3. The Control Panel will not load either. When I click on it in the Start menu, a blank window opens, like it's trying to load. It stays open for a few moments and then disappears.

-> Boot into Safe Mode, without networking, (F8 during boot), launch Norton AV, and see if it works correctly. If not, try uninstalling and reinstalling Norton antivirus from within Safe Mode and see if the issue is resolved.

-> From within normal mode, try visiting Housecall and running a free online scan to see what turns up.

-> From within SafeMode, without networking, install and run Malwarebytes (freeware version) and see if its scan produces any results.

I tried running Norton in safe mode, however it doesn't work in safe mode. Nor will it uninstall. I'd be more than willing to try to uninstall it in regular mode, but I still can't get the Control Panel open. Also, my boyfriend installed his antivirus software of choice, AVG AntiVirus Free, and we ran a scan using that, and it turned up nothing.

Any other ideas?
