256k, why do i only get 28kbps?

I'm just wondering, why do they say the speed is 256k and I get a transfer rate of 28kbps at the most... Is there anyway to raise the transfer rate within your modem or computer without having to pay more for 1.5 or higher?

What type of service?
Who is "they?" A particular ISP?

Are you asking if there is a way to get 56Kbps dial-up service that is faster than 28Kbps?

Connect speed is measured in bits per second, download speed is measured in Bytes per second. Since all analog connections; dial-up, ADSL, cable, are asynchronous (no clock signal), there is one start bit and one stop bit in the 8 bit Byte for a total of 10 bits per data Byte. Do the math.

Before anyone tries to tell me that ADSL is digital, it's not. See the definition at my site below.
