250 GB only reads as 31.4 avail

So I have Diskpart up. I've been able to gather that it too is only reading ~ 32GB

At this point the drive must be tested in another machine. If it fails there, that test of the limit jumper could nail the issue.

Looks like RMA to me.

Last resort...test the HD using the mfgs DIAGs...

If it doesn't pass the DIAGs...then its RMA time.

If it tests OK....then use the utility to write ZEROs to the drive.

Then see if Disk Management can partition and format the HDD.

And by all means ...double check the drive jumpers as they can be set to CLJ making the 500GB HDD appear to the system as if it's only 32GBs.
