(2008) system DLL user32.dll was relocated in memory

Yes I have looked everywhere on this but they are all from 2007!
I have looked at my security updates and KB925902 is not there!

The message I receive when opening/installing certain programs is:

'The system DLL user32.dll was relocated in memory. The application will not run properly. The relocation occurred because the DLL C:\WINDOWS\system32\SHELL32.dll occupied an address range reserved for Windows system DLLs. The vendor supplying the DLL should be contacted for a new DLL.

I do have Hhctrl.ocx and RTHDCPL.EXE however, it tells me SHELL32.dll occupied an address instead of hhctrl.ocx.

I am using XP Pro SP3 and I am very confused.
