2004 jeep grand cherokee laredo overheating

My jeep will over heat when idling for like 10 minutes on a cooler day. I replaced the water pump and thermostat today. Didnt fix it. I replaced the radiator the last two years because it split. The fan turns on at like 218 but doesnt seem to cool it down. It will keep rising in temp. It doesnt seem like the fan can keep up. Any suggestions
