It doesn't mean it's one or the other but a clean unlock can result in you having to enter in settings which are specific to your area and should be supplied by Vodafone (not me.)

Does the Vodafone SIM work in unlocked phones? The world of unlocking and SIMs is a nutty one.

The Vodafone sim works fine in one but not the other.Both were sealed in the boxes brand new.
You can try full resets but it's clear that one has an issue.
