2.0 ghz dual core vs 1.6ghz Quad core

It's tax time and my current notebook (inspiron 1521) is going away. The laptops I'm looking at vary only in processor type. I'm looking for a good "home use" laptop. I don't run any high-end games. I'm wondering should I get the higher clocked dual-core or the slower clocked quad-core?

Here my use would favor the quad core. Other folk may use apps that would finish faster on dual core. Since it all comes down to the apps, that's what would make my decision.

were I would buy the newest technology. I know there was the 1st generation i7 series processor was 1.6 ghz. So if the 2.0 is Sandy Bridge or better it would be my pick.
