Hi
What camera should I buy, for someone who is new to photography and wants to learn more about it.
Something cheap but works well. Would like to take colour and black and white pictures. For a beginner.

Hi
Even if it is for a beginner, you have to clearly considere
who is he or she?
what kind of photography he or she wants to take?;
Myself I have several cameras for different application
One very simple one 3M CMOS so not to expensive, always in my pocket (Ok in the perce of my wife)
It is the size of a slim cigarette packet and can taker any souvenir picture any time any where.

But for special parties and travelling I use another one. 5M CCD

Another key issue is the budget, you have.
there is not real mistake on this issue.

I actually work in a camera shop and this is what i have seen. The repair shop gets more kodak and sony digital cameras than any other, I would stay away from them if possible. The canon A510 or a fuji s5100 are both nice cameras for any starter and are very popular, with very little problems.
