1998 Jeep Grand Cherokee possible PCM issues

I took my 98 Jeep mudding and it got pretty submerged but still ran fine. A few days later I went to back it out to change the oil and it started up with no problem but as soon as I went to move it it shut off and wouldn't start again. I have replaced the crank sensor, coil and distributor pick up and it still won't start. I need to know if the PCM is my last option and if I buy a new one, will I need to have it reflashed?
