1996 jeep laredo starting problem...fuses or relays??

my jeep is occasionally having problems starting. I drove it last night then it wouldn't start this morning(happens often). Has a new battery. When the key is turned, 'clicking' sound comes from the fuse panel inside the jeep AND clicking noise coming from within engine compartment (at the fuse relay box). Now appears completely dead. BUT if i put it on a charger for just a few minutes, she fires right up. Could it be a Body Control Module? Have been told that 'could' be the issure. Not sure what the 'clicking' noise could be. Any help???
