1994 jeep grand cherokee limited wont crank

I have a 1994 jeep grand Cherokee limited with the 5.2 v8 that won't crank. It seems to be some sort of electrical issue. Any help would be greatly appreciated.

When you turn the key to acc absolutely nothing happens. It does not try to turn over. The gauges are working but No indicator lights come on.

We have replaced the starter, pcm, and completely disabled the security system.
