10mbps sufficient?

Good day. This my first post in this section, need some opinions. My current DSL internet speed is 3mbps/up to 350mb upload. It's fairly fast when I just generally surf the net, but kinda slow down when multitasking like listening internet radio, opening emails and clicking on links to go to websites. I watch videos, online movies, Youtube, that kinda stuff alot. Video streaming(I think it's called) quite often freezes, especially during peak hours. Do you think 10mbps/up to 1gb upload will ensure smooth video watching? Thanks.

The ISP I subscribed is ADSL and the biggest of 2 big ones in Singapore. There is also another that's cable but pretty expensive.
