@008 Ford E-250 Cargo Van

Very low brake pedal, brought to dealer numerous times. Replaced master cylinder,brake booster,rotors,brake pedal to no avail, Trouble began at approx 5000mi still not fixed at 17,000 miles. Vehicle stops but brake pedal right on floor. What is the problem? What should I do to correct this very dangerous problem?
