Pennsylvania will mark the second round of its "Tax-Free PC" program from Feb. 18 to 25. During this time, any individual may buy a personal computer, hardware and software in Pennsylvania without paying taxes, as long as the PC is not for business use. Orders over the phone, mail or Internet are included. The state's first tax-free promotion took place in August.
