The Office X (10.0.0) volume licensed install CD purchased through the Government channel requires no CD Key for installation. However, if you do not open an Office component and confirm the no-key registration after installing 10.1.2, but instead immediately run the 10.1.4 updater, Office thereafter will insist on a product key in order to run.

One MacFixIt reader writes "Neither Microsoft nor the software vendor knew how to deal with this problem since there aren't any keys for Office needed when the product is purchased through Microsoft?s government program, at least for Mac Office X. The updaters do not destroy the ownership record if it is confirmed following installation of 10.1.2."

So make sure to launch Office 10.0.0 from a fresh installation first, and then apply the recently released 10.1.4 updater.
