Short Take: Level 3 names new corporate development exec

Level 3 Communications, an IP packet-based telecommunications carrier, named Donald Gips as its new senior vice president of corporate development. Gips, a former domestic policy advisor to Vice President Al Gore, will oversee the company's merger and acquisition plans and government relations.
