Reaper 1.31 is out; author replies on Nine 11 criticisms

Reaper 1.31 is out. It fixes a problem with 1.3 that caused a crash and corrupted preferences after adding multiple applications to the settings. Also, if you were having problems accessing its ftp site for downloading the file, the web page now lists other options that should work. (Thanks, John Mackay.)

The Nine 11 web page has been revised with the author's reply to those that have warned that this program may be dangerous to use.
