Mark Jacobson finds that Netscape 4.06 versions (both Navigator and Communicator) lose their Plug-in Preferences. He writes; "To test this, go to the Netscape Preferences: Applications, and set all of the LiveAudio enabled file types to QuickTime Plug-in. Save the settings and quit Netscape. Relaunch Netscape, go back to the Applications Preference. The changed settings will have reverted back to LiveAudio. To get around this I have removed the LiveAudio Plug-In from the Plug-Ins folder."

Note: I tried this with Netscape 4.05 and the problem did not occur.
