Conan the Canteloupe says California needs to be prepared

California Arnold Schwarzenegger, sporting a tan that's a shade between a pumpkin and a melon, called on residents of the state to prepare better for disaster. As part of the reform, he has asked the legislature to create a state department of public health.

"In an emergency, public health is on the front lines," he said.

Schwarzenegger also noted that most Californians don't have an emergency preparedness plan. 75 percent of families don't have a family emergency plan and less than 90 percent of those in San Francisco do.

"Those who fail to plan, plan to fail," he said. As Conan might say, in a disaster you can really hear the lamentations of the enemy.
