Outlook Express 4.0c is out (thanks, Version Tracker). Microsoft states that it fixes the "contact name issue" (as previously mentioned here): "The Contact Name issue can cause e-mail messages to be be unintentionally sent to people you did not intend. The problem occurs when you put an e-mail address into Outlook Express's address book without first filling in one of the name fields (either the first or last name). When both name fields are left blank, any message you send will include the unintended e-mail address(es) on the 'cc:' line."

It dos not appear to fix anything else, so these recent reports of Outlook Express problems (following up on previous reports) may still be relevant:

Outlook Express and Type 3 errors We have reported instances of users getting crashes when using MIE 4 (including Outlook Express).

In this regard, Eytan Bernet claims that Outlook Express will crash with a Type 3 error every time, if you launch Explorer, then launch Outlook Express and then quit Explorer.

Regarding previous reports of a problem with RAM Doubler and Explorer, Kurt Kroeger claims that MIE4 and Outlook Express become incompatible if either Apple's virtual memory or RAM Doubler is enabled. The symptom is that Outlook Express will crash in the background with a Type 3 error.

Outlook Express newsreader bug fixed by increasing Outlook's memory size According to Scott from EarthLink Technical Support, "if the newslist is large, like with 'EarthLink Network,' then Outlook will download the list and say '0 groups, 0 Messages.' This problem is due to not enough memory being allocated to the application. If you up the preferred memory to 2 Mb or more, the problem goes away.

Outlook Express update coming Mark Ranes writes: "I was told by a woman working at the Microsoft booth at Macworld Expo that there was an update coming within the next two weeks to address several bugs. She definitely gave me the impression that they had rushed OE to market for Macworld."
