Adaptec PowerDomain utility missing "Set target options" feature?

Marshall Colley was disappointed to discover that an important feature appears to have been dropped from PowerDomain Control utility 4.1, for use with the Adaptec 2940UW card. In particular, according to Marshall, it "no longer allows one to 'Set target options' on a drive. This allows one to control different drive's individual transfer rates and is a very important feature for audio and video capture, especially DV format. Both my EditDV and Korg 1212 audio capture cards require the transfer rate to be slowed down to 10 MHz, so as not to create PCI bus conflicts. I reflashed the card and went back to v.3.0 of the control panel."
Update: Adaptec has replied on this matter: "To consolidate and support all Adaptec SCSI cards including the new Adaptec 2906 SCSI card and the PowerDomain 2930 SCSI card, we released a new PowerDomain Control Utility version 4.1. We did simplify the PowerDomain Control Utility. Now with feedback from some users that need to be able to lower down the bandwidth, we are working on a new version of the PowerDomain Control utility. Please continue to check on our Adaptec web site."
