Wouldn't this vary with the person and the phone/tablet ?

For example my son has this ViewSonic G-Tab and the latest OS is just too sluggish so we went back one and it's better and usable.

That's just one example. But imagine if some user had LEARNED Android 2.2 and didn't want to change. For them anything else is not best.

The most two recent versions are Android 4.3 (Jelly Bean) and 4.4 (Kit Kat). There is no simple answer to what the best version is. There are those who want the newest version the minute they become available and others who want to continue using an older version of Android and not wanting to re-learn the Operating System. Your choice.
