HDTV Picture Setting

hey guys im having issues with my vizio and comcast hd box, the comcast box is HD btw so i watch in 1080i.
but my concern is that when there is fast paced movement, there are like a huge amount of little blocks around the image where its going fast, as if it wasnt smooth. i do have smooth on High on my tv so i dont know whats going on. what do you call that issue is it motion blur? im not sure. please help ive been trying to search on google but i dont know what this issue is called.
