vista 64 wallpaper offset will not center

I for some reason cant get vista to center wallpaper. The video card is a 7600gt bfg running at 2560x1600 on a 30 inch monitor with the latest drivers and the card is capable of doing the resolution dvi-d as it was a requirement of me buying it. The cable is what came with the monitor so it should be appropriate and functioning properly. It's a fresh install of vista 64sp1. I have fiddled with scaling on the nvidia control but that makes no difference.
It doesnt matter what size the picture is 2560x1600 (fullsize) or smaller it will always places the top left corner of the picture 3" down and 7" to the right. So a picture that is 2560x1000 almost 30% of the picture is cut off on the right. Of course if u tile it that will show up on the left but its still annoying. It also uses this 3"down and 7" to the right as the cornerstone for tiling. So the top left corner of the picture is always in the same spot. It's not an application issue as I have used several applications like the latest firefox, an old acdsee and IE.
The desktop functions normally. Fullscreen an app and it is perfectly centered with all borders showing. F11 on a browser it works perfectly. I am lost at what is the problem.

Vista 64 Ultimate sp1
foxconn 9657aa-8KS2H latest bios 638f1P51
core 2 duo e6600

All Memory times are normal as per specs
6gig installed
Gskill Memory DDR 2 2 stick 1 gig each
F2-6400CL5D-2GBNQ
2 sticks of gskill 2gig per stick of
F2-6400CL5D- 4GBPQ

BFGTECH 7600gt Nvidia video card
latest nvidia drivers 181.22 vista 64
syba 1394 card
500G maxtor
320G seagate

Solution (I think, it worked for me)

The problem is quite simple really, I searched google and didn't find
the answer, so I did a little poking and proding.
Well go to your desktop and right click go to 'Personalize'
then go to 'Desktop background'. After that click browse, choose a folder and pick your background from there.
I decided to take the hassle and sign up to inform other people in the
future and has this problem.

I had a guy from microsoft help me fix the problem. No really. I not kidding. It ended up being a corrupt user account. So I had to create a new user. To not lose all the data from the old account I had to transfer the files from the old user(C:\Users\(old user name)) to the new user. With some fiddling with permissions it allowed me to copy the files and things were mostly the same on the new account. There was some work to it but now I have center glorious wallpaper.
