Clarification Request
So you want non-static screen-cap like fraps, a recorder
by cioangel / October 4, 2014 1:58 AM PDT

I think people should clarify a bit here; he appears to be looking for a fraps type program that is NOT a screen capture software. Screen Recording and Editing software is usually referred to as screen RECORDING while still image captures of what you have on your screen when you hit a hotkey is screen capture. Am I wrong?
They, (The immoral majority), keep changing everything from definitions used to communicate as we are here, to how they are pronounced. How we have the majority of the world pronouncing Linux , named after linus torvalds, and pronounced "La-eye-nix" now the majority decided it should be pronounced closer to "Leeenux" or even "Lenox" lol. So that being said, I would like to know the best freeware screencap software out there, perhaps with rudimentary editing and publishing abilities? Or not, screen cap is ok =)

CamStudio is good

Here's two more,
"Screenrecorder" very basic but does the job.
"Expression Encoder 4 with SP2" is probably way more than you need, but very good once you get the hang of it. Screen capture is one component of many.

Both available at Microsoft.
