In the meantime I wouldn't try and 'update' your Safari as I agree, it sounds very strange.
Has there been any changes on your system recently, a new computer, or a reinstall of the operating system? If so it may mean that TechTracker's details of your system is out of date and you need to let it re-scan your system, but don't follow my advice as I don't know much about TechTracker and I might be telling you wrong.
Instead, give as much information as you can in your new post.

Have gotten use to updated software having a higher number than previous versions. This latest Apple update as advised on CNET Techtracker and Apple Software Update is for a lower number.
i have been using version 126.96.36.199 since advised to update on 12th March 2012 by either Apple Software Update or CNET Techtracker. Now i am being told the new update is version, 5.1.7.
