PC/Windows program to view Mac programs?

Is there a program/software that I can install on my PC running Windows 7 that I can then download Mac only programs and correctly run/view them? I've heard that Macs can have both Mac os and Windows, but can Windows?

Since that would require Apple's operating system and Apple does not allow this, there is no such system today.
