Dell Inspiron 660s could do that
by wpgwpg / May 29, 2013 10:58 PM PDT

Few new PCs come with TV tuners built in, but you can buy them and plug them into expansion slots. The Dell Inspiron 660 series would fill the bill nicely. Looking at the Dell web site at I see prices start at $279, and you can customize them to suit your preferences.
Good luck.

Why a desktop?

My son has that Asus k55n ds81 that is 380 bucks. It has HDMI out and well, I can't guess why you want a desktop for this.
