You don't partition a PC. You only partition a hard disk. And what's your question?

I find the open source GPARTED program adequate. Others prefer Easeus Partition Master (free also).

what did you want to ask? did you mean how to partition your hard disk? partition wizard is one of the top ten partition management tools from CNET 2012. worth a try and it is really convenient and it is free for some basic partitioning.

a partition program to partition a new disk you want to install the OS on. Just let the installer do it.

Current versions of Windows have built in partitioning

If you have Vista or later (and you failed to say), you can just use the disk management tool built right into Windows. It's in Control Panel -> Administrative Tools -> Computer Management -> Disk Management. There's nothing wrong with the 3rd party programs already listed, but they aren't necessary if all you want to do is carve out a partition.
