Panasonic HC V100 stabilizer problem when using with tripod

Camcorder works fine hand held but when we film using a tripod for moving shots, the image is shaky and has a blur effect. It does this with the image stabilizer button on or off. Have tried changing other settings but nothing helps. When we try the same shots using a JVC camcorder, it films ok, so we know its not the tripod, surface etc. Does anyone have any ideas or has experienced this with these models. This is a problem as the camcorder need to work with tripods as needed for film/media students. Any help would be appreciated?
