I use a free product called MeOCR.

I use a free product called MeOCR. It is pretty good and it retains the formatting quite well at least better than the other free software out there. you can get it at MeOCR doesn't support PDF images but you can convert them to tif or jpg with another free app called Kvisoft PDF To Image. Hope this helps.
