How do I get firewall protection back on my PC, Vista software? When I click on the warning then on the install Windows firewall a message comes back that it can not be installed.

Do you mean Windows firewall?

Avast comes with its own firewall which will turn the windows one off. Check for this in security settings.

Avast firewall

Only the Avast Internet Security version has a firewall, the free version does not have a firewall, so you need to have your Windows firewall enabled. Go into Control Panel & open Windows Firewall.
