How to change tv channels using your laptop?

Is it possible to put a tv remote control card in a laptop and change channels on your tv (how)? Do they/can someone make a card or flash drive like attachable piece to act as a remote control for a big screen tv (how)?

Its interesting about this kind of feature. But I prefer a laptop bag that can become a main switch of your house or it can become the alarm of your car. That would be great.
