I just did it with mspaint (part of Windows).

Open the first picture. Open the second picture in a second window. Select a rectangular part. Copy (or cut). Go the first picture. Paste (ctrl-V). It comes in the upper left corner and I can drag it around to wherever I like.

I can't imagine all those programs you mention shouldn't do more or less the same.

Hope this helps.

Use Adobe Photoshop

Just open both the files in photoshop.
Now, in the window that is displaying the logo, press Ctrl+A and then Ctrl+C.
Now, goto the window of the image in which you want to insert this logo. there press Ctrl+V then select 'move' tool (by pressing 'V' key) then move the logo to the desired location.

Inserting a logo in a picture

My nephew showed me a bit simpler way to do this, but since I forgot what he showed me, this is the simplest solution I have found and the closest to what he showed me. Thank you:-)

Inserting a picture?

rjw21372, Go to layers and select new layer. Go to the insert image and copy that image. Paste that image into the new layer, size it and place it where you want on the new layer.
Next, flaten the image in layers. (Takes the two layers and makes them a single image and will keep the image rezolution smaller)
Pretty simple. Any version of Photoshop will do this.

Hope that helps you.

IrfanView

IrfanView can, oh so easily, do that.
1) Just open the insert picture. That's the one you want to place in your main picture.
2) Select the part (or whole) picture you are now want to use for the insert, using the click-drag on that picture to define just the part you want.
3) Press Ctrl-C, to Copy that area selected.
4) Open the main picture, the one you want to have the insert inserted into it.
5) Do a click-drag wherever you want the insert made.
6) Press Ctrl-V to have the copied portion of the 1st image placed into the area you just designated.

Done. You should Save the newly created, modified image.

You can have this on photoshop and let the first image layered on the second image.
