HELP: Download App error !!

CNET TechTracker will be offline soon and so I was directed to download the Download App by CNET. After I finished downloading it and installing the necessary, I performed a scan to check for updates to my PC's software. I get an error "Download App failed to scan list of applications: No response received from ipapi. The latest successful application list to be displayed." And since this is my first use, the latest successful application list will not be displayed. Anyone with solutions ?

Spec: Win 7 Ultimate (32-bit OS).
