great specs poor perfoemance

AMD phenom IIx6 1100t processor 3.30ghz
8.00gb ram
nvide gtx 680 4gb
2tb hardrive

i am gettin very bad performance on pretty much every game,guild wars 2 on best apperance settings gettin around 30 to 45 fps vsync of upto 100 fps but is no smoother to play,i have had endless issues with this pc no one can understand why its performing so badley i have had pc techs out,just formated hardrive reinstalled everythink no improvement,I am playing on a lg 37 inch 100hz tv but it is running in 60hz is this the reason i am havin poor frames,i am about to sell the pc now but am i gettin rid of a good pc that can max games,right now it wont max nothing

My guess is an OS install issue.

It's a fair machine, great GPU but I continue to find PCs with terrible OS installs. Did the machine's maker give you an install guide and more?
