Failure-Security Options

Does anybody have any information about the "Failure-Security Options" error that keeps coming up. It seeme a lotr of people are complaining about it but nobody knows how to fix it.

Is there another part to that error message?

It seems there should be more than just "Failure-Security Options" when you see that message.

When does the message appear?

no other part, just a text box with the message

It pops up randomly. The computer slows to a crawl, then the screen goes black with just a text box with the message. I googled it and there are a lot of posts about the message but nothing about how to fix it. After I shut down the computer, ckeckdisk finds lots of errors when I boot up again.
