error message when trying to send message from drop menu

When I try to send a file from Ie Dropbox by right click and selecting from drop down menu "send to.. ..Mail recipient" the message box coming up resembles the old Outlook Express new message form rather than my default Windows Live . the error message that comes up when I try to send reads:
The connection to the server has failed. Subject '', Account: 'pop3.live.com', Server: 'smtp.live.com', Protocol: SMTP, Port: 25, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E
This is not a new problem but one I have had sice day one. It exisits on both my Vista desktop and my Windows 7 laptop.

This is why I use the other method.

I use the right click dropbox to copy the public link then in my email program create a new email and paste that in the email.

Sorry I have not used Windows Live Email. Too troublesome, tool limited for me.
