error message: explorer has caused an error in kernel32.dll

I have an error message that keeps coming up on my computer and when I try to close the message it will not let me close it. It just keeps coming back. My operating system is windows me/ model number is pentium 3,1000 mhz and model is gateway. My memory is 377 mb and my hard drive is 80 gb. I have ran scan disk and defrag and it did not help. The error message reads : Explorer has caused an error in KERNEL 32DLL Explore will now close. If you continue experience problems try restarting your computer.
