Computer Screen scrolls up & down uncontrollably

Pent III 1 Gig 364 Mem - Windows ME
I can be in Word, Windows Explorer, on the Internet and the content in the window scrolls up & down very fast and is uncontollable.
It seems to happen when anything has words, file listings, but not any games that I play
Can anyone help?

I think there is a virus somewhere, I tracked down 2 files in the following folder:
C:\_Restore\Temp\A0018126.cpy and
My virus software alerts that they are a virus, however I can not get rid of them. I do not know where the original files are, I am assuming there are originals.

Teflondk, Temporarily Disable System Restore

Please follow the instructions in the link below to temporarily disable System Restore on your computer. After disabling SR, then run a full system scan with your antivirus program. As long as there are no viruses elsewhere, then it should come up clean. After a clean scan, be sure to "re-enable" System Restore by reversing the procedures.

2 possible problems

Their could be 2 simple reasons for that
1. You have a scroll mouse and its overally sensitive (just change your settings)
2. Your computer cant keep up with the information (aka Lag) and you will scroll back and forth making it so when everything does load it goes back and forth in a way that seems like you cant control it
(pretty easy fix.... only scroll in small amounts at a time)
