Bizarre WD MyBook error

Just plug the power cable into my 320gb pro and it starts whistling! The light wont turn on and the ******* wont connect to my laptop at all (or my desktop, for that matter.) Sporadically, it will start working again after multiple plug-ins to the power only to revert back to whistling. The whistling itself sounds like a resisted battery hooked up directly to a speaker- more archaic than motherboard beeps, even, and often decreasing in frequency while plugged in. Anyone else had this problem?
