Best External CD/DVD Burner(s) if Running Windows XP?

Which external CD/DVD burner(s) would you recommend as best (especially when working with used CDs and DVDs) to create quality DVD+/-R DL, DVD+/-R, DVD+/-RW, CD-R, and CD-RW's if my laptop's running Windows XP. Thank you!

Explain in detail about "used CDs and DVD"

We can't reuse such things so what's the full story.

By "used" I mean the original CD or DVD may be scratched

Scratched or dinged media is going to be iffy. I find a new drive is your best hope to clone the media but nothing out there is designed to get over poor handling.
