Acer Camera Eye

Okay, Folks, I need some help. My Aspire E1-421-0694, dual-core with two gigs of RAM, is a bottom of the line Latin American model that is perfect for letting the kids at the orphanage go online and for educational software. One of the little geniuses managed to delete Acer Camera Eye. The webcam still works under "Camera," so that isn't the problem.

On the web, I can find the program, but it only goes up to 32 bit Windows XP. I cannot find it on the Acer site. Someone posted a link to it for Windows 8, 64 bit (which I have) but after I installed it, nothing happened. Any help here?
