I can't help myself. I'm a sucker for a camera app that does wacky things to photos, and Paper Camera fits the bill quite nicely. The Android version shown here has 12 different artsy effects, from Roy Lichtenstein-style halftones, to neon outlines, to an antiqued sepia — and you can even apply them to photos you've already taken. It's the kind of app that makes me want to just wander around snapping photos of everything in sight, just to see what it will look like. And in my mind? That makes it a success.
