Opera's popularity has really got nothing to do with it's current functionality. It's been more or less the same since about version 7 or so with a some relatively minor additions each upgrade.
The main problem is that for a long time it was not freely available - it was add supported or subscription based, which was necessary for a fledgling small company at the time. The second problem is that web page developers have stubbornly refused to develop cross-browser compatible sites. They do not use the industry standards but instead proprietary and special technology that does not work in all browsers - only their preferred market of IE, Netscape and, more recently, Firefox. So sites don't work and people switch back to what they were using before. Not really Opera's fault there - they have some of the best support for web standards of all browsers right now.
