Block E in Auction 73 is not restricted only to one-way broadcast usage
Block E (channel 56) may provide 2-way TDD broadband services in accordance with the FCC's "flexible use approach with respect to the services and technologies". Please see paragraphs 94-95 in FCC's 2nd Report and Order released 8/10/07.February 4, 2008
