Utilities move on distributed solar power plants

Some utilities are thinking small when it comes to solar power.

Utility Arizona Public Service on Monday submitted a proposal to install and own solar power systems on customers' rooftops in Flagstaff. Customers will pay today's electricity and hot water heating rates for the energy those systems produce over a 20-year period.

Duke Energy last Thursday gained approval for a $50 million project in North Carolina with a similar model. The utility will install and own solar electric panels at 100 to 400 locations and pay a rental fee to property owners.

Facebook's about-face: Change we can believe in?

Facebook has had another awkward coming-of-age moment.

Late on Tuesday night, the massive social network reversed a change to its terms of service (TOS) that had meant that its license on user content--a longstanding but little-publicized claim to an "irrevocable, perpetual, non-exclusive, transferable, fully paid, worldwide license" for promotional efforts--would no longer expire if a member deleted his or her Facebook account.

IPOs on deck, but not a tech company among them

Several young companies anticipate initial public offerings this week, but there's not a single high-tech outfit among them.

There's one green-tech company however. Changing World Technologies, a company that converts waste into oil, is one of four IPOs poised to hit Wall Street this week. Changing World is scheduled to price its IPO as early as Wednesday and could raise as much as $42 million, if it prices on the high end of its $11 to $15 per share range.
