A California bill that would require local phone companies to allow
digital subscriber line providers to deliver data over a phone company's existing wires--a process known as "line sharing"--passed the Assembly Utilities & Commerce Committee on a 7-1 vote. The bill, AB 991, sponsored by Democratic Assemblyman Lou Papan, was amended to direct state regulators to follow the FCC's lead on the issue. A similar bill, SB 1066, sponsored by state Sen. Debra Bowen, awaits action in the upper house.

A bill has passed the California State Senate that requires companies that snoop on their employees' Web habits to post a policy about it. The bill now heads to the Assembly for a vote. Under the bill, sponsored by democratic Sen. Debra Bowen, companies would not be prohibited from tracking their workers' e-mail and Internet surfing, but they would first have to tell employees that they were doing so. Two similar bills by Bowen have passed in recent years, but Gov. Gray Davis has vetoed both of them, saying they would burden companies unnecessarily.
